We just did a rather large code update, with something like 50 separate commits... that's a lot. This should fix a lot of issues we've been seeing.

It is still available. In Customize Journal Style/Modules, make sure 'Type of tags display' is set to multilevel instead of list. The number of uses is back when you display tags this way too.

Oh, yay! I was wondering where this great option went. I'm using an imported layout and the code insert worked just fine.
