LiveJournal has unblocked and whitelisted our webserver IP addresses, so importing, crossposting, and feed accounts should work properly again! Thanks for the quick fix, LJ.
LOL That just makes it even better. I have this mental image now of Lex Luther going "To heck with this crap!" every time I have a computer problem. You've made my day and I bow to your awesomeness.
Also, thank you for putting icon descriptions on your icons. I'm a blind user, so I wouldn't have known of the awesome of your icon without the description. Just wanted you to know it meant something to someone. :D
The system tries to crosspost a failed crosspost up to 5 times, at progressively long wait times. (24 hours being the last delay.) If you haven't gotten a final failure in your inbox yet (the one that says "this is attempt 5/5 and will not be retried" or whatever, I forget the exact error message), the system will keep trying. If you have gotten the final failure, then you'll have to edit the post and re-tick the crosspost box.
I wasn't previously having any problems, but my latest entry failed to crosspost to LJ with the error "Terms of Service agreement required" -- does this mean their TOS, or the ones here? And what am I supposed to do with it?
A little bit of investigation has revealed that LJ seems to be requiring all users to agree to the new version of their Terms of Service before accessing their accounts or downloading their entries (including through the methods that DW's importer and crossposter use). If you don't log into LJ and accept their new ToS version, you won't be able to keep crossposting.
It is still blocked on ISP level. All subdomains at Dreamwidth are blocked (illegally) by mask by, for example Westcall Telecommunications, Ltd (http://westcall.spb.ru/). Their management deny users unblocking requests on a funny basis that they have no client agreements with that users.
This is what you get from inside Russian Federation if you try to reach ANY subdomain at dreamwidth.org, including dw-maintenance. I wonder, why Russian siloviki block http://dw-maintenance.dreamwidth.org at ISP level?
I'm afraid we don't read Russian, but if you copy and paste the error message, I can try running it through translation software and see if I can figure out what's going on.
(I'm going to guess that it's because we've been on the Russian ISP blocklist for a while; you may need to access the site through a proxy.)

Yes, a few people (not everyone) has reported that and we're still trying to figure out what the problem might be!

No, not unblocked
