I should think (although I can always be wrong) that a check for <p> </p> surrounding the HTML block would be quick & easy to implement.
If it isn’t there, insert it.
But I can see how that wouldn’t be your first priority, given all the other stuff you have to deal with which is having a larger impact on the user experience of some folks.
