Quote's the odd-one-out right now for sure. "More options" is really a partial "submit" button, so I do think it belongs down below with post and preview.

This is all "redesign the talkform" territory, though — I feel like everyone agrees that we need formatting buttons and a markdown/HTML mode switcher, and trying to get the current controls lined up ~just right~ ends up being wasted effort past a certain point because we'll have to shift everything around shortly anyway.
